  12. <p>   The Azerbaijani Republic, the Republic of Armenia, the
  13. Republic of Belarus, the Republic of Kazakhstan, the Republic
  14. of Kirgizstan, the Republic of Moldova, the Russian Federation,
  15. the Republic of Tajikistan, Turkmenistan, the Republic of
  16. Uzbekistan and Ukraine, on an equal basis, and as high
  17. contracting parties, are forming a Commonwealth of Independent
  18. States.
  19. </p>
  20. <p>   The agreement on the creation of the Commonwealth of
  21. Independent States comes into force for each of the high
  22. contracting parties from the moment of its ratification.
  23. Documents regulating cooperation in the framework of the
  24. commonwealth will be worked out on the basis of the agreement
  25. on the creation of the Commonwealth of Independent States,
  26. taking into consideration reservations made during its
  27. ratification.

  29. <p>   This protocol is a constituent part of the agreement on the
  30. creation of the Commonwealth of Independent States.
  31. </p>
  32. <p>   Done in Alma-Ata, on December 21, 1991, in one copy in the
  33. Azerbaijani, Armenian, Belarus, Kazakh, Kirghiz, Moldova,
  34. Russian, Tadzkik, Turkmen, Uzbeck and Ukrainian languages. All
  35. texts are equally valid. The authentic copy is kept in the
  36. archive of the government of the republic of Belarus, which
  37. will send the certified copy of this protocol to the high
  38. contracting parties.
